Lightbulb Plague Sending/Plague Signet - need attribute use

Both of these skills are under the Curses attribute, however, very little is needed ni Curses for either of them. Consider each:

Plague Sending
Sacrifice 10% maximum Health. Transfer one negative Condition and its remaining duration from yourself to target foe and all adjacent foes.

Plague Signet
Transfer all negative Conditions and their remaining durations from yourself to target foe. (50% failure chance with Curses 4 or less.)

As you can see from the description (taken from Wiki), zero Curses will affect Plague Sending exactly the same was as 16 Curses. Plague Signet only needs 5 attribtue points to have full use.

I think Plague Sending either needs to be moved to the No Attribute section (like Plague Touch), or needs to be modified to be different at different attribute levels. Perhaps scale the Life Sacrifice, the number of conditions trasfered, or even the number of foes affected.

Plague Signet is virtually the same, but even though it is an elite, it has the chance of failure with no attribute points. Maybe allow Plague Signet to hit multiple foes like Sending does, based on attribute points, or remove the failure chance and put it in No Attribute.

I see absolutely no reason for a person to need attribute points in Curses to use Plague Sending, so why not make it a no attribute skill?

most of those skills are made into an att so they feel effects from things such as [card]Power Block[/card]
